ITD Project in Saida.








OBJECTIVES

The ITinerary for Development (ITD) is a project implemented by Fondation Saradar (FS) and funded by the Canadian Fund for Social Development (CFSD)/Oxfam-Québec/the Canadian International Development Agency (CIDA). The ITD project was jointly created by FS and the CFSD-Oxfam Québec to cater IT services to extremely marginalized rural communities in the South and the Bekaa regions. The gender issue, disabilities as well as youth involvement are at the core of this initiative.

The Project main objective remains to bridge the digital divide by reducing the E-illiteracy. It seeks to disseminate new IT skills and knowledge to traditionally marginalized social groups; and to develop and to strengthen the IT performance of micro and small enterprises (MSEs).

TARGET GROUPS

The ITD projects reached a wide range of beneficiaries targeting equally men and women, boys, and girls, including physically handicapped, blind people, juvenile delinquents, drug addicts displaced communities, rural areas, etc. Criteria of selection of target group
  ■ Traditionally marginalised and vulnerable social categories: girls/women; displaced; youth; children, juvenile delinquents, etc.
■ Handicapped & blind
■ MSEs workers
■ Peripheral and rural populations
■ War affected regions (suffering from socio-economic recession)


Criteria of selection for TOT sessions
  ■ Some locations have been selected to host MSE & TOT courses due to the size of the village/town because of the size of their population, such as: Saida, Maghdouché, Jezzine, Zahlé.


Involvement & participation of beneficiaries
 
■ Beneficiaries participate in mobilization of participants
■ Training curriculum designed to support the communities socio-economic activities in the regions
■ Training contents catered to respond to local needs as assessed by municipalities, grass-root NGOs, youth clubs, etc.
■ Female participation was very high not only in the enrolment rate but also in the number of graduated persons: Examples: in Saida, amongst total 104 participants, 67 are female (74%). As for Total graduates 88, 66 are female (75%). In Maghdouché, amongst the total 110 trainees, 83 are female. Amongst the total 99 graduates, 74% are female.

                    TRAINING PROGRAMME & CALENDAR

The IT training curriculum catered by the SITP caravan is designed to respond to priorities in the targeted areas and populations to support communities’ socio-economic activities in the regions. The IT training programme seeks to meet local needs that are identified and assessed by municipalities, grass-root NGOs, youth clubs, schools, including associations concerned with persons with disabilities, etc.
The training programme scheduled 3 activities: 1) E-Literacy courses dedicated to computer illiterate people; 2) MSE courses designed to empower MSE IT capacities; 3) Training of the Trainer courses developed to create a pool of local human resources to disseminate IT skills to others.

Sessions for physically handicapped persons through the ‘Accessibility Programme” were included in the ITD project.

A special training course the “Adaptive Technology Programme” dedicated to the blind and visually impaired was delivered in one location.

Training Calendar:
The ITD is an 11-month project that started in February 2008. The training activity was scheduled from March to December. The SITP Caravan implemented the ITD programme according to set semester, which was followed by another 6-month calendar in 4 new villages in the Bekaa region.

                    LOCAL INTERVENTION & COOPERATION

To ensure the proper implementation of the ITD project and to achieve its set results, Fondation Saradar establishes a close cooperation with local actors such as municipalities, grass-root NGOs, cultural and youth clubs, as well as partnerships with associations concerned with disabilities.
The intervention of municipalities is crucial in mobilizing the populations, securing the required administrative tasks and the necessary logistic measures to host the SITP Caravan.

                    INTERVIEWS & COMMENTS

I–SAIDA (March 22 - April 17, 2008) - 400,000 inhabitants in Saida and surroundings

  Encouraged his employees to participate in the training courses instead of their children
   
Mr. Marwan Bizri, Saida Municipality Council Member :
 

“The ITD-SITP project is important for the municipality as a local authority. It enables people to take free IT courses;

It provides people who are older than 40 years old with the opportunity to acquire a Microsoft certified training certificate at a time when they were ashamed to be computer illiterate;

It allows parents to feel equal with their children regarding IT.

The municipality of Saida considers itself lucky to host the Caravan.

Many students came to the Caravan even if they had already taken courses in centers located in Saida: the Caravan training sessions are more accessible, clearer and more professional.”

   
Ms. Hiba Abi Zoheir :
  “I enrolled in these courses because I wanted to learn about the PowerPoint because it is friendly and an easy way to relay the information to others. It is important to be able to train others.”


II–QRAYYEH (May 26 – June 21, 2008) – 2,500 inhabitants

President of municipality of Qrayyeh :

 

A high rate of youth participation: the certificate is a major incentive to attract youth;

The training project in Qrayyeh contributes to find jobs.

Although people in village are not fluent in English, they managed to use easily the English software.

Important to mention on CV, IT skills because facilitate access to jobs.

The project can be considered as an initiative to promote culture in the region and contributes to activate a municipality plan to launch cultural activities

                    CASE STUDY





“Pâtisserie Kanaan” a very well-known pastry shop located in downtown Saida encouraged its employees to enroll in the ITD project-SITP Caravan stationed in front of the municipality of Saida (the first ITD project venue) from March to April 2008. The owner even advised its married male members to invite their wives to participate in the training sessions.
A young female employee in her mid-twenties working at the pastry shop registered in the E-Literacy and MSE programme. She was very excited by the opportunity given to her to acquire IT skills in her neighbourhood, next door to her working place.
When she was asked why she was so enthusiastic about this project, she revealed that she never thought she would have the chance to access technology education because of the financial constraints and her full time job. Encouraged by her employer, she did not hesitate to enroll in the IT sessions. As an employee in a MSE, she was aspiring to improve her situation and to acquire more knowledge that could lead her to improve her job conditions or future career. She admitted being very happy and proud to have achieved the beginners level and to have been selected for the MSE course.

The demand for IT courses was so high that the municipality of Saida was overwhelmed with application forms. The seating capacity could not accommodate the scheduled number of candidates for a period of one month that was planned for this location.
