A COMMUNITY PROJECT |
|
|
Through this initiative, Fondation Saradar is not only motivated
to serve the community, but also seeks the direct participation
of local populations (in this case, represented by their elected
municipal council members) in the different stages of the
project:
1. The planning
In this first phase the presidents of the focal point
municipalities in each caza are
invited to identify and select the participating villages based
on their geographic location (proximity to the village focal
point where the caravan would be stationed).
Lists are set by the municipalities and adopted by the
Saradar IT Programme® to
draw up its calendar.
The training programme is elaborated in each caza by the
participating groups of municipalities to meet their local
needs. In Aley, Baabda and the Chouf -first stations of the SITP Caravan- they accordingly decided to combine two types of
training: "Training of Beginners" and "Training of Trainers", in
order to provide, at the same time, an appropriate program to
both inexperienced persons (including women and children, as
well as computer and Internet literate persons). The "Training
of Trainers" is intended to contribute to the sustainability of
this programme, by training computer and Internet literate
persons to, in turn, become trainers themselves.
The logistic side of the project, particularly the details of
the launching ceremony, is developed and planned with each
concerned municipality. Each municipality chooses the most
appropriate site at which to station the caravan.
2. The Coordination
The municipalities play an important role of coordination
with Fondation Saradar, once the
responsibilities are shared and distributed.
The municipalities function as central poles in
the targeted regions: they arrange several meetings between the
organizers and the selected participants, facilitating
information sharing, good communication and motivated community
involvement.
This networking activity results in an efficient mobilization
of local populations, through a special advertisement posted in
the concerned municipalities, inviting interested candidates to
apply and register at their local municipal council office.
3. The Implementation
The successful implementation of the project is only made
possible thanks to the logistic efforts undertaken by the
municipalities to support our action. Their contribution
includes: ensuring the security of the caravan during its
"station" period; supplying the mobile school with electrical
power and telephone connections; allocating parking space for
participants; securing a covered area for the caravan to protect
it from unnecessary heat exposure and finally, providing stage
and technical equipment for the scheduled launching ceremony.

THE TRAINING PROGAMME |
|
|
The Pilot Programme targeting the Displaced was delivered in
three stages: Aley (caza of Aley), Hammana (caza
of Baabda), and Deir el Qamar (caza of the Chouf). This
first phase tested and evaluated the project. A successful
experience that allowed a full-scale initiative in the villages of
the Displaced in 2003 and 2004.
During this first phase of the project, training sessions were
delivered to the communities in the cazas of Aley, Baabda and
the Chouf: participants were trained by two professional
instructors provided by a Microsoft Certified training centre on
the use of computers and the Internet, according to the
following programme and calendar:
Organization:
In each caza, villages were selected and gathered in clusters
according to a calendar set in collaboration with
the presidents of the concerned municipalities:
-Three Focal Point Villages are selected per caza each year
-Three cazas are selected each year
-All the cazas in Lebanon will participate in this project
Programme:
The Saradar IT Programme®
is implemented in collaboration with the concerned
municipal councils and in partnership with private companies
involved.
With the support of these national and international partners,
the SITP Programme projects:
-Four training sessions per day
-Sessions are provided 6 days a week, from Monday to Saturday
-Sessions could last two to four hours (at the request of the concerned
municipalities)
-Eight participants are trained per session

THE TRAINING OF THE TRAINERS |
|
|
At the suggestion of Fondation Saradar and at the request of the
participating municipalities, the IT programme addresses three
training levels: the "Beginners", the "Micro and Small Enterprises" and "Training The Trainers" (TTT
or TOT). The TTT level requires advanced PC and Internet
knowledge and experience and good communication skills. But most
of all, it ensures the sustainability of the project, since it
provides the rural and remote areas with skilled IT human
resources to pursue the Saradar initiative and objective, that
is, the acquisition of computer and electronic skills based on
the principle of "technology for all".
